An innovative and operational school model
The AILCT aims to create a common counterterrorism community and culture among African forces and their international partners. The goal is to establish an interministerial network of professionals, practitioners, and units that are both autonomous and interoperable in crisis situations at both the national and continental levels.
By addressing the entire spectrum of terrorism and counterterrorism (from prevention in social, political, economic, and financial aspects, to crisis management and intervention, to judicial and carceral treatment), the AILCT contributes to the protection of civilian populations, the stability of partner states, and their development.
Interministerial collaboration is at the heart of the AILCT project, which involves the Ministries of Justice, Interior, Defense, and soon Finance, in order to strengthen our partners’ structural and operational capacities in combating terrorism.

Our history
The establishment of the International Academy for Counter-Terrorism (AILCT) is primarily the result of an ambitious partnership between the Ivorian government and the French government (through the Directorate of Security and Defense Cooperation (DCSD)). Confronted with the significant security challenges posed by the terrorist threat in Africa and Europe, AILCT aims to consolidate the capabilities of various specialized services to provide a comprehensive response in coordination with our African partners.
The creation of AILCT was announced by the Ivorian and French Presidents on the sidelines of the African Union-European Union summit held in Abidjan in November 2017. The first training sessions were conducted as early as 2019, and the facilities in Jacqueville (35km from Abidjan) were inaugurated on June 10, 2021, by Ivorian Prime Minister Patrick ACHI, in the presence of Minister Jean-Yves LE DRIAN and numerous representatives of the international community from five continents. Since its inception, the academy has been recognized as a center of excellence to support African countries in developing counterterrorism strategies and enhancing their capacities.

Learning center
The Interministerial Executive Training School offers training to decision-makers from contributing countries to enable them to anticipate the threat and react efficiently in order to preserve the integrity of their nations.
Training center
The Special Forces and Specialized Intervention Units training center provides training to military personnel specializing in counterterrorism on a range of skills ranging from mastering the release of hostages to securing crucial events.
Strategic research Institute
The Strategic Research Institute (IRS) is a hybrid entity designed to be at the crossroads of the research center university and the think tank on the fight against terrorism.
