École Interministérielle de Formation des Cadres de l'AILCT

Learning center

Pillar 1 is the interministerial school for cadre training. 19 training programs are offered covering various topics. These programs are primarily dedicated to decision-makers from contributing countries, allowing them to acquire the necessary skills to anticipate the threat and react efficiently and promptly to preserve the integrity of their nations.

Two types of training programs

With its comprehensive approach to counterterrorism, AILCT trains African leaders on all topics related to counterterrorism: from prevention of radicalization to support for victims of terrorism, to judicial handling of terrorism. In order to effectively strengthen the capacities of partner states, the Academy has developed two types of training within its first pillar: general training programs and specialized training programs.

General training programs

  • Target audience: Practitioners in counterterrorism
  • Training focused on multiservice and interministerial work
  • Understanding of each individual’s role and responsibilities

Establishment of a common knowledge framework.

Specialization training programs

  • Target audience: Specialized practitioners
  • In-depth knowledge, techniques, and skills
  • Focused on specific topics
  • Multiple levels of training
  • Often longer duration

Practice-centered training programs.

Innovative pedagogy

Regional approach

In an increasingly degraded regional context, Côte d’Ivoire emerges as a strategic pivot in the fight against terrorism at the common borders of the Sahel and the Gulf of Guinea. AILCT aims to leverage African expertise to train future African leaders, technicians, and military personnel, promoting exchange between different countries.

Experts tailored to field realities

The Academy systematically integrates Ivorian experts, in addition to those from France and contributing countries, all of whom are highly skilled in each stage. This ensures that the training benefits from theoretical and technical expertise in counterterrorism, as proven on the African continent.”

The key to interministerial cooperation

Learning to collaborate, developing a better understanding of each other’s roles, is essential for effective counterterrorism. Interministerial cooperation is at the heart of AILCT’s project, which involves the Ministries of Justice, Interior, Defense, and soon Finance, both among experts and trainees. This ensures that participants leave with contacts and a comprehensive vision in their field.

Adaptable training programs

The Academy tailors the content of each training program to the profiles and nationalities of the trainees to better meet their expectations regarding counterterrorism. At the request of contributing countries, AILCT plans to offer customized training programs in the Accra format.

Case studies and best practices

All training programs include practical exercises or simulations to concretize theoretical learning. In the context of Pillar 1, AILCT also has a training center and maintains high standards for its use.

Modern facilities

Between 2019 and 2022, in addition to an operational and equipment budget of 6 million euros, France financed a first phase of infrastructure works amounting to 18 million euros on a 1,200-hectare plot of land provided by the Ivorian government for the project.

The first phase of works, completed in early 2022, includes infrastructure dedicated to administration and training.
